Or, in all politeness, let's not :-), until the UN come asking for certs
with C=UN. The aim here is not to produce a perfect policy which covers
all edge cases, but to deal with actual needs. Dimitris is postulating a
need of some sort for C=EL, and we take him at his word and so discuss it.
