Cleanup Ballot: Tim has provided comments this morning on the ballot
regarding Test Certificates and SHA-1. Ryan had read them and had no
objections, and suggested Wayne (sleevi edit: and Jacob) would need to
review if they're OK. He could make those changes and Wayne could restart
the ballot, if they were.
