[cabf_validation] EVGL: Proposed change to regulate use of QGIS

Hello,
I think it’s time maybe to resurrect this topic about the wording around the usage of QGIS in the EVGL.
I left this topic apart as it was important to have the doc in RFC format.

As a summary of the discussions we had about one year ago, the point was that strict reading of the EVGL only allow to use information coming from registration or incorporation agencies, but we know there are cases where this information is only accessible through QGIS that sometimes consolidate it for a certain jurisdiction level. The intent of the PR is to explicitly allow the use of QGIS, but also set the need to disclose those QGIS in the list of verification sources used by a CA.
