[cabf_validation] Order of subject DN fields

Section 7.1.4.2 "Subject Attribute Encoding" specifies the order of DN fields that MUST be followed which is a change from the current BRs.  Does anyone recall the reasoning for specifying the order of the fields in Subject DN?  While RFC5280 does specify this as a sequence vs. set, it does not specify the order that should be used.  Just looking for the background on this change.
