[cabf_validation] Pre-ballot discussion for Method 10 replacement

Let's Encrypt supports this ballot and is happy to endorse. I agree with
Ryan that ACME is very close to being final and that we could save some
hassle by waiting a few weeks so we can reference the final ACME draft.
That said, it's still worthwhile to continue with our pre-ballot discussion
while we wait for the RFC Editor. You can see the position in queue here:
