Here is some info I received from our vetting specialist on the subject of Latin Notary:

EV Guidelines: A person with legal training ("The Florida Civil Law Notary appointment is a program for Florida Attorneys that practice international law and who have a need to authenticate an act or attest to validity of a document." And "lease note there is a required exam that is preceded by an optional two day training held a various locations throughout the state.") whose commission under applicable law not only includes authority to authenticate the execution of a signature on a document but also responsibility for the correctness and content of the document ("The Florida Civil Law Notary appointment is a program for Florida Attorneys that practice international law and who have a need to authenticate an act or attest to validity of a document."). A Latin Notary is sometimes referred to as a Civil Law Notary.

A civil-law notary is authorized to issue authentic acts and thereby may authenticate or certify any document, transaction, event, condition, or occurrence. https://www.flsenate.gov/Laws/Statutes/2016/118.10
