You are right, Jacob, but many of these RFCs like 5280 seem set in stone.  RFCs that are still being amended present a risk if we take the position that any future changes to the RFC will automatically be included in the BRs.

I don't understand this claim. The BRs already normatively reference a number of RFCs.
