Moudrick, this is not true. There's no globally de-conflicted DIT, and
there's no global agreement - between every country on Earth - that
guarantees that each country will only set their C= value to a single
value. Further, the fact that some countries are not recognized by other
countries is proof that even if there was, there'd still be a gap.
