Not all publicly-trusted CAs in Taiwan need to participate in the GPKI. However, the e-government policy requires all publicly-trusted CAs established by Government agencies to participate in the GPKI. Commercial CAs established by private companies will participate their own commercial PKI.

No, there is no such a law or regulation require that.
All CAs participating in the GPKI need to be publicly trusted, because millions of certificates issued by them to the public for been used in the e-government or e-commerce applications. The reason why our government CAs need to be publicly trusted is quite the same as why commercial CAs need to be publicly trusted. Especially, almost all SSL certificates of our government web sites were issued by our Government CA, if our Government Root CA is not trusted by browsers, all users who visit our government web sites will encounter security issues.
