[cabfpub] Clarification from NIST on 4096-bit RSA keys and FIPS

Hello,

NIST's Cryptographic Module Validation Program has posted a notice making
it explicit that 4096-bit RSA keys are fine from a FIPS perspective:

I know that uncertainty around the use of 4096-bit RSA keys was raised as
an issue at the 39th F2F last fall, so wanted to pass this on.
