Perhaps your counsel is under the impression that the licensing we are
considering is required to further the work of the Forum? That's not the
case. It's needed to enable our work as Mozilla, but also anyone else
who wants to make trust decisions based on this data.

I am sure Symantec also does not want to hinder the work Mozilla does in
maintaining its root program :-) We are not concerned that if these
changes are not made, several CAs will sue Mozilla for copyright
infringement. However, Mozilla feels that the CA trust ecosystem would
benefit from clarity over the rights relying parties (or potential
relying parties) have over the documentation which explains what a CA
does or does not do. We do see "All Rights Reserved" documents appear
regularly, and we think that's not really acceptable for documents which
are supposed to be used to make trust decisions.
