[cabfpub] Pre-Ballot 159 - Amend Section 4 of Baseline Requirements

Attached is a redlined version of the Baseline Requirements based on draft
ballot 159 - Amend Section 4 of the Baseline Requirements.  

I intend to make this part of a ballot after Christmas with voting starting
in January. 

I am looking for two endorsers.
