[cabfpub] Ballot 156 Results

Here is the commit from a branch named "Ballot-156".  Could someone review
it along with the ballot and post a comment at the bottom to let me know
that it is OK to merge this branch into the master version of the Baseline
Requirements on Github?  Thanks.

Voting on Ballot 156 (Amend sections 1 & 2 of BRs)  has now closed.

 

In the CA category, we received 19 YES votes, 0 NO votes and 1 Abstention

 

In the browser category, we received 1 YES vote, 0 NO votes and 0 Abstention
