[cabfpub] Financial Responsibility - Next Steps

Even though voting hasn't yet closed on Ballot 133, for the sake of those
interested in proposing an alternative ballot on EVG Section 8.4, last week
I suggested that they should propose it sooner rather than later.  Also, my
suggestion is that whatever it might contain, it should not be based on
local requirements because that might cause an uneven playing field.
