Iñigo Barreira of Izenpe made the following motion and Moudrick Dadashov of
SSC, Rob Horne of Trustis, and Mads Henriksveen of Buypass have endorsed it:


Reasons for proposed ballot 

The CABF has asked ETSI for a procedure to identify qualified,
ETSI-accredited auditors in order to ensure that audits are properly
managed. 

The proponents of this ballot believe that the proposed modification to this
section makes it more accurate because it refers to a single, reliable
source (Annex E of ETSI TS 102 042). 

(While ETSI will include on its web site the accredited audit bodies, the
definitive information on ETSI auditor accreditation can be obtained from
the relevant national accreditation body, which should be contacted for
formal confirmation. Accreditation information is generally available on the
web site of the national accreditation body, or often it can also be checked
on the auditing body's web site, if they have been properly accredited.)

---MOTION BEGINS--- 

Bullet 4 of section 17.6 of the Baseline Requirements document (Auditors
qualifications) would be amended as follows: 

4. (For audits conducted in accordance with any one of the ETSI standards)
accredited in accordance with Annex E of ETSI TS 102 042 119 403, or
accredited to conduct such audits under an equivalent national scheme, or
accredited by a national accreditation body in line with ISO 27006 to carry
out ISO 27001 audits; 

The resulting provision would read:  

“4. (For audits conducted in accordance with any one of the ETSI standards)
accredited in accordance with Annex E of ETSI TS 102;”

The review period for this ballot shall commence at 2200 UTC on Thursday, 2
October 2014, and will close at 2200 UTC on Thursday, 9 October 2014. Unless
the motion is withdrawn during the review period, the voting period will
start immediately thereafter and will close at 2200 UTC on Thursday, 16
October 2014. Votes must be cast by posting an on-list reply to this thread.


A vote in favor of the motion must indicate a clear 'yes' in the response. A
vote against must indicate a clear 'no' in the response. A vote to abstain
must indicate a clear 'abstain' in the response. Unclear responses will not
be counted. The latest vote received from any representative of a voting
member before the close of the voting period will be counted. Voting members
are listed here: https://cabforum.org/members/ 

In order for the motion to be adopted, two thirds or more of the votes cast
by members in the CA category and greater than 50% of the votes cast by
members in the browser category must be in favor. Quorum is currently nine
(9) members– at least nine members must participate in the ballot, either by
voting in favor, voting against, or abstaining.
