[cabfpub] Contribution of Unicode spoof checking patch to ICU re: ballot 92

This is to notify members of the CABForum public list that I have submitted a contribution to the ICU4J project that implements the Unicode restrictions proposed in Ballot 92.  The patch file attached to the contribution should allow any interested CA to look at the code immediately, pending acceptance of this by the project maintainers.

This contribution provides an implementation, in the Java version of ICU  for the SpoofChecker class, of the Highly and Moderately Restrictive  profiles from Unicode Technical Standard #39, and an additional check that  forbids bidirectional override characters.
